Work on the 74LS02 to help understand problems discovered on the ECL/TTL translator boards.

Originally it was discovered that only some of LS02 chips worked. This summarizes the tests done to understand why.  No problems were discovered. The one known area not studied was the sensitivity to PS voltage. (Some indication SWR4005 may provide 4.5 V at full load. This was not examined a good power supply was used in all ttest that delivered a stable 5V,)

Conlusion: All chips tested operate beyond the necessary requirements and no differences were found between any of the LS02 chips.
